Guidelines for Collaborative Purchases

Purpose: Efforts to purchase materials cooperatively in the UC/Stanford system are initiated by individual selectors or one of many consortial groups. Lack of adequate communication at times results in duplicative efforts and wasted time. The purpose of these guidelines is threefold: 1) to insure that efforts initiated at the consortia level are in sync with all other interested parties's; 2) that collaborative purchases are pursued in a cost effective way; and 3) that the principle of cooperative collection development is recognized as an important factor in decisions that are made regarding funding and housing of materials.

GUIDELINES

1. When the US/WS Consortia members agree to pursue a title for cooperative purchase, the chair will notify in a timely manner the liaison and copy all other CDOs. The notification will include the title, the campuses involved, and the intent to communicate with other relevant selector groups.

2. The chair will contact the chairs of other potentially interested UC/Stanford selector groups, stating our interest and soliciting their interest and intent regarding the title. The liaison will be copied on any such correspondence.

3. Individual members of the consortia will be responsible for informing other relevant selectors on their campuses of the consortia's plans. They will notify the chair of such communication.

4. If chairs of other selector groups express interest in joining the cooperative effort, the chair will inform and consult the liaison on how to proceed.

5. If a single campus expresses interest to purchase the title individually the consortia will consider whether the access for all campuses will be adequate. Such considerations will include but not be limited to, sending a statement to the CDO of that campus asking that guidelines for shared access be upheld. If shared access issues seem to be inadequately addressed, the consortia will consult with the liaison on how to proceed.

6. If no CDO's or other selector group expresses interest in the title as a shared or individual purchase, the consortia will pursue its plans to acquire cooperatively and notify each CDO of its intent.
